I haven’t been able to work since June 1992 due to extreme depression and anxiety. I’m a member of a union that provided LTD and STD benefits among other benefits. I didn’t apply for long or short term benefits but did receive benefits for pharmacy and optical etc. My insurance benefits were cut off in 1999 due to my not working. I explained why I wasn’t working by phone. I’m currently receiving O.D.S.P. ( since 2023 ) Is it possible to get retroactive long term disability benefits from the union ?

I'm sorry to read about your situation. Unfortunately, there is a 2-year limitation period for starting a claim against an insurer after ending benefits. If you were cut off in 1999, then regrettably, we would be past the period to start a claim to receive LTD.
